В ряду национальных целей и стратегических задач развития Российской Федерации на период до 2024 года, определенных в Указе Президента Российской Федерации от 7 мая 2018 г. №204, знаковыми приоритетами для российского ИТ-сообщества являются ускоренное внедрение цифровых технологий в экономике и социальной сфере, а также обеспечение информационной безопасности на основе отечественных разработок.

Авторитет и возможности Инфофорума позволяют представителям органов власти, науки и промышленности вести предметный диалог по этим и другим стратегически важным вопросам обеспечения технологического суверенитета, развития отрасли информационных технологий, обеспечения безопасного функционирования информационной инфраструктуры.

I welcome the participants of the 9th International Conference "Confidence and Security in the Information Society", which is dedicated to cooperation in the fields of Innovation, Technology and Information Security.

Today, Information and Communication Technology (ICT) is crucial for Global Economic growth, which allows States all over the world to provide rapid development of the National Economy.

World Digitalization is closely related to the development of Information Technologies. Today, it is undeniable that Digitalization of the Economy is impossible without a developed, safe and stable ICT-infrastructure and Information Technologies.

But as we all know, at the present time most of the Software that is widely used around the world is produced by only a few companies. This whole situation hinders healthy competition and the emergence of new promising ideas, also it can’t provide decent level of Information and Network Security.

Therefore, it is especially important now to make joint efforts to demonopolize the global software market. I consider it necessary to focus on developing competition and creating new software solutions.

In this regard, I would like to draw attention to the positive dynamics of sectoral interaction between Russia and China, the growth of the number of joint projects in the field of ICT, as well as the great potential of bilateral Russian-Chinese cooperation in Digital Economy.

I am assured that Infoforum-China will contribute to the development of interstate cooperation in the field of Innovation, the expansion of the exchange of experience in Digital Technology and Information Security.

I wish all the participants success and productive work.

I welcome participants and organizers of the 9th International Conference "Confidence and Security in the Information Society" (Infoforum-China).

This year, the topic of the event is the cooperation of Russia, China and Asia in the fields of Innovation, Digital Technology and Information Security. Today in Russia, in the context of the large-scale implementation of the National Program "Digital Economy of the Russian Federation", the issues of Information Security and the development of international interaction are given great attention at the State level. Forms of international joint activities are becoming increasingly diverse and massive.

In recent years, we have witnessed a significant intensification of the Russian-Chinese partnership aimed at expanding the market, promoting high-tech equipment, managing critical elements of the telecommunications infrastructure. Both countries implemented important practical steps, the number of joint projects in the field of the safe use of ICT has significantly increased: from Satellite Communication to exchange/training of specialists.

This is confirmed by the results of the discussions of the leaders of our States, held recently in Beijing. As a result of the meeting, agreements were reached on the implementation of 26 tasks, including expansion of bilateral relations in the field of Information and Telecommunications technologies, as well as Digital Economy, improving the level of interconnection of Information and Communication Infrastructure, development of Information Space, building confidence in the field of Network Security,  maintaining intensive contacts in priority areas of science and technology, etc.
