I welcome participants and organizers of the 9th International Conference "Confidence and Security in the Information Society" (Infoforum-China).
This year, the topic of the event is the cooperation of Russia, China and Asia in the fields of Innovation, Digital Technology and Information Security. Today in Russia, in the context of the large-scale implementation of the National Program "Digital Economy of the Russian Federation", the issues of Information Security and the development of international interaction are given great attention at the State level. Forms of international joint activities are becoming increasingly diverse and massive.
In recent years, we have witnessed a significant intensification of the Russian-Chinese partnership aimed at expanding the market, promoting high-tech equipment, managing critical elements of the telecommunications infrastructure. Both countries implemented important practical steps, the number of joint projects in the field of the safe use of ICT has significantly increased: from Satellite Communication to exchange/training of specialists.
This is confirmed by the results of the discussions of the leaders of our States, held recently in Beijing. As a result of the meeting, agreements were reached on the implementation of 26 tasks, including expansion of bilateral relations in the field of Information and Telecommunications technologies, as well as Digital Economy, improving the level of interconnection of Information and Communication Infrastructure, development of Information Space, building confidence in the field of Network Security, maintaining intensive contacts in priority areas of science and technology, etc.
I note that Federal Communications Agency of the Russian Federation acts as the founder of two major research institutes and four higher educational establishments that carry out applied scientific research and training a wide range of specialists for the Telecom and Mass Communications industry and develops communication with representatives of scientific and educational organizations of the ICT sector in Russia and China. We see great potential for cooperation in the field of joint research, development, testing and localization of production of various telecommunication equipment, including 5G network, Internet of Things, etc.
We consider it very important to hold such events as Infoforum-China. This year the Program of the event includes a wide range of topical issues in the field of development of Economic Integration and Cross-border Cooperation, Information Security of Payment Systems and Trading Platforms, International Experience in securing Critical Information Infrastructure, reliability of Communication Channels and Protection of Information; development of services, security of Sloud Technologies and Big Data; training of specialists for Digital Economy, etc.
In addition, the Conference will include meetings with leading experts of the industry, visits to Situational Centers, Critical Information Infrastructure facilities, Chinese leading IT-companies.
I am confident that the results of the discussions within the framework of the Conference will be an important foundation for the creation of joint projects, the exchange of experience in the field of advanced technology, the strengthening of partnership relations between the two countries, and the developed solutions will form a solid basis for further joint initiatives in the field of ensuring of the Information Security in Russia and China.
